High PR network / non-SAPE

I was wondering if anyone could enlighten me with a provider here in BHW of high PR links on a network that is not related to SAPE. I'm looking for posting on high PR pages of links, with international domains (.com, .net, etc) and possibly hosted in the US or Europe.

If there is NO ONE offering this service then let me tell you that's a biz opportunity someone should seize.

I'm on my second SAPE related provider and things are not going well.

I use a service but am hesitant to provide it out publically because they don't advertise themselves and its a rather hush hush network. My tip is to find a service that isn't being actively promoted bc they stay below the radar that way.

You can find them in the market place, just look for High PR blog posts or Guest posts.
