Run GSA SER for a month, you'll increase PA/DA. That said, a shit backlink profile is a shit backlink profile.
Moz metrics are easily gamed, and can be very deceiving.
Additionally, OSE does not have a very big index and does not pick up everything. I have a PR4 domain that shows a DA of only 10. Moz has not picked up the PR6 .gov do follow link it has (among other strong links). So, obviously it's not being calculated into the PA/DA.
The bottom line is you need to manually review the links and not rely so much on 3rd party metrics.

I sub to majestic and find it more reliable than opensite, plus I wouldn't use anything associated with fishkin. I ideally based on majestic you want an even trust\citation number, for open site I guess this means pa\da respectively. Citation or DA is very easily increased as mentioned above, trust or PA is different.
Personally I'd rather buy a domain with a high trust but low citation (high PA low DA) then the other way around. You'll lower the trust a little when you build up the citation so it creates a balance if you do it right.

The PR5 is a fake PR, the PR0 won't give much link juice at all since it's spammed. So in this case, the DA 10 will be better than the DA 40 (most likely) unless it is spammed too. Overall they both suck.

Da can be inflate just by spamming and PR can be fake by redirecting. So Choose backlinks profile not PR DA PA

check the backlinks in majestic / hrefs and see which gets the strongest links. if I had to pick just one without looking i'd take the PR5, moz metrics sucks and 95% of domains with DA>30 are chinese spam sites.
Just look at most of the links and see which are strong & likely to stick & seems legit.
P.S before you look at the backlinks check for the anchor text, if you see some shitty "cheap uggs" anchor or any other spam kw, just drop it. (unless you got some spam plan going on :rocketwho)

Check the backlink profile of the domains and go for those that have genuine links that carry authority.
