high PR do-follow sites - What does this mean?

Excuse my ignorance, but I've read this term a few times and don't know what it means? Can someone explain.

The PR means the site has a high Page Rank. Google rank pages from 0-10 depending on their popularity, content and backlinks. Do-follow means that the site will pass link juice to your site if your link is placed on that site. On the flip-side, some sites are no-follow, which means there's no real benefit from having a no-follow link other than mixing up your backlink strategy, which you should always do. Having High PR links back to your site is supposed to show authority, whether this works to a large extent or not I'm not sure, although I have had some luck with private high pr homepage networks where a contextual link is placed on a high pr page, usually the main homepage, with a low amount of outbound links. These can be costly, but are sometimes worth it for that extra push/authority.

But if a site has PR 7 and a profile link has PR 0 (or inexistent PR, for that matter), will the profile link be considered "high PR link" ? I assume no, because it's not on the main page, it's on a newly created page... So why do these "high pr profile links" sell like candies?

There has been some skepticism as to whether or not this is a powerful technique anymore.

The basis was that the domain itself still carries authority.

It's mean that the article directory site will allow the Google Bot crawler to follow your link and include it in its indexing for your site .

I'm really not sure. I myself can't see any added benefit of having a link placed on a separate page of a website which has a high-pr homepage/domain. The 'private' services I have used place your small (100 word)article on their high pr home page. They are mainly just simple wordpress blog networks, where an article is posted on the main domain page of the site. This obviously does also create an inner page for your article, but your article then stays on the homepage which carries the high pr, which is usually shared with 25-30 other small articles thus keeping the obl low. I have seen some decent movement using these, and a boost to my page ranking.
