    Does it?

So if I were to drop several links in high PR websites (>PR5) will my site's ranking increase?

Compare to dropping more links but in low PR websites (PR1-PR4)?

Even though many people say that google does not put heavy emphasize on PR anymore, in general high PR means a trust worthy site in the eye of google. So, getting a backlink from these sites should help you, it will help you even more if you can get backlinks from related high PR sites.

Just like he said, they added more relevance as being an issue so in general high PR site is GOOD but related high PR site = PURE GOLD.

What's a good system to find related & high PR backlinks? I mean it seems near impossible...

    inurl:forum keyword
    keyword "add a comment"

takes forever to weed through the results, I guess that's what makes it gold?

Its a tedious job to find good PR pages to place links. You can outsource it or can buy links from sites like paidbacklinks.
