Qeustion i get daily 400 clicks,should i disable all low payout and put the higher payouts? or me earnings will drop?

It really depends on your niche and traffic source. You will definitely have a lower conversion rate, but you still may be making more if you do.
 
Mine cr is 9/10%
today 170 clicks of usa and 21 leads of them..
And other 15 leads are from germany, italy, france united kingdom
 
It's not just about the payout. Use the one's with the best epc and something more relevant to your niche. The conversion of 10% you are getting for USA is actually pretty decent.
