If you wanted a USA audience for a personal profile or a public page on FB that engaged heavily (10-20%+ liking and commenting on your posts), how would you do this?

Is it true that with ads, you will permanently lose engagement? It seems from the FBs I have seen that used ads to get likes/follows, of 10,000 likes/follows, only 3 or 4 likes or on each picture or each future post. What's up with that? Do ads always result in that?
 
You lost the recommendation because of your content, not because of the ad.

It seems that your Facebook page has lost interactions, maybe because of some violations, the account has been blocked, or maybe the followers have been buffed by hacking and not real users.

The problem is not the Facebook ads. The problem could be the content.
 
Advertising helps more people know you. The reason you lose interaction is because you lose suggestions from Facebook, maybe from your content or your frequency of activity.
