I want to post to a site some affiliate links but it is against the rules on the site, so i would like if it was possible that the link appears as it normally would with no affiliate link appearing in the url and i dont want it redirecting so that the user will see the link changing in the url bar . Can this be done? i dont mind if you need to use wordpress to do this

since it is not your website , buy a domain add some decent content to it without the aff link anywhere on it .
After some days make a prominent call to action towards the aff link or redirect the domain to aff link w or w/o cloaking.

That's probably not possible because I've not seen any instance of that being implemented. The only way I know of that you can achieve something similar to that is registering a new domain, putting your affiliate links on that domain, and then linking to the same domain from the site where affiliate links aren't allowed.

what would happen if you place the link or banner on your own website, copied the url from that banner, shortened it with google or twitter, then posted the shortened link in various places on the web?

So you're posting the affiliate links on a site that you don't own?

Can you use iFrames on that other site and are you trying to hide the links from human visitors who will report you for using affiliate links are does this other site use a bot to check for affiliate links?
