LOL those things do not really matter anymore. I do not believe any site will be penalized as long as the page does not have a lot of outbound links. That technique is like 1997.

the site that is hosting the link: definitely.
the site that link points to: maybe. probably not.
the site that link points to: maybe. probably not.
I think it depends on the situation: two common situations: 1/ site hosting link and has many hidden outbounds will get penalized 2/ Site link is pointing to has many hidden inbound links gets penalized
In order to determine the facts, one would have to perform seo experiments .... but i think its really just a numbers game.... too many of any will get you penalized... so this leaves us with the question of, how many is too many?
