Is hidden backlinks against Google Webmaster Guidelines?
I was looking at a site which has hundreds of backlinks from a high PR site and all of which is hidden.

When I looked into his site source code he was stuffing the links like this:

<--!
<a href="site.com">keyword</a>
-->

These links don't appear on his site.

When the links are in <!-- --> they are html comments and no real links. G will ignore them. You can test it with backlinkcheckers and will see, that they wont appear.
Put <!-- Bestkeywordofthewholewideworldisweardude --> into your html code and you will not rank for Bestkeywordofthewholewideworldisweardude. Google ignores it.
 
Yeah like the others have said when you use <!-- some content --> the "some content" part should be completely disregarded by the SEs. I imagine he did have those links active at some point, they got indexed and then he removed them so they are still showing in the SEs but are no longer present.

There is no telling how long they will still be listed in the SEs as still having that link but Im sure if you were putting that code into your website the links would not be counted.
 
Yes he had it hidden with background color text few months back. Now he has removed and included it within the tags. Both are his site only.

Well that is different, if he has them hidden by the text colour that could explain why they were indexed but now they have been commented out they will eventually get taken out of the index and dis-regarded, its just a matter of time.
 
yes, is totally against the rules, I got a pr5 website banned because of this.

He his having tons of backlinks from various pages of his High PR site. So do you think, as his backlinks are gone his ranking will drop?
