GSA if you can afford it. You should read up on how backlinks work first though, instead of just expecting to rank with lots of rubbish links.

The best tool is still your brain. Friends, etc...

If you're going for black hat links, you can either purchase link services here or roll your own via GSA which treeof01 suggested.

i won't spoil my websites using back link generator tools rather I'll generate links in natural ways. move towards seo link building section, there you can find some best link-building services (white hat)..:detective
