The Java is the easy bit it seems. Lots of libraries already written for Twitter/Instagram/Tumblr.
The hard bit seems to be disguising your campaign's and finding good followers...

I have used the Java API for Twitter and Tumblr. The Java libraries for IG mimick a handset.
There are Java API's for Google+ and FB, but I havent tried those yet.
You would have to build a seperate engine for each, and run each engine in a seperate JVM. The common mechanism that could tie them altogether is a JMS queue. Each could listen to the same topics (i.e. a post topic). As soon as you place a post on your JMS queue, each engine picks it up and posts.
Is that the desired effect?
Pick up a cheap PC from somwhere (2gb ram, I3, nothing special) and install Ubuntu server on it. Then install a JRE (1.8), maven, Postgres SQL, ActiveMQ, etc. That will run it for you.
