hi as you can see in the picture instagram says that i am eligible for monetization and i can use monetization tools.does that mean i can earn money from my videos like facebook or no. and how can i access my monetization tools and what are they

I also have that notification but there is no option to start monetizing or choose the payment method, maybe someone can solve this problem for us

Hii , i guess you need to contact their support in orde to use the monetize feature they can help you there.
