Hi everyone, I am a newbie, registered today,was trying to pm a forum member and wasnt allowed so tried to respond to the thread and again wasn`t allowed.Do I really need to have 15 posts before i could do that. (hopefully this will count as number 1)

You can respond to the threads, you just can't respond or send pms.
And certain areas don't give post count so you're still at 0.

Anyway, welcome and enjoy. Just don't feed the trolls.
