For most of "methods", country is not a restriction. Usually third world contries makes it easier, because you could be besting your offline job salary with only a few hundreds a month, while some has to earn a few thousands to make a fair amount to modestly live from it.

This is not always true as some factors may have the online struggles in jeopardy.
Electricity, Internet Connection, Throttling speed and way lot more ...
Staying in third world country is not always the best moreover how many BHW living third country member you know hitting it big? Maybe little

You left out the part when I wrote "Usually".
I wasn't talking about 'hitting it big' but about being able to live with just your online income. It's way easier to make $200 a month (which is way more than a middle salary in some countries) than to make $3000 a month (which is lower than middle salary in some countries). That was my point and I do know what I'm talking about because I've seen both scenarios happening many times.

okay i dont really have that much quality but i spend alot of time with computers and i can do most stuff with computers and i know a little bit of hacking... is this okay enough, i really need to start earning some cash for school...

For most of all posted information and guideline here on BHW, everything works just fine except in Africa where you can hardly get all these things to work for you. I'm from Nigeria and I do get restrictions when I found something good on a thread. Making money has been hard. Welcome Lucky.

Not even in Nigeria does Pay Pal work and it seems more than difficult when you find some good making money method when payment is via Pay Pal. Well, I was able to grab one which I'm already making my way already.

All you need do is ASK mate .. I'm sure someone would be able to give required information.
You can easily go with a STEALTH Paypal if you trying to receive money. SINCE you can't withdraw to your local bank , All you need to do is sell to people trying to pick up products online.
It;s a good means of exchanging for cash !

I live in a third world country, none of the issues you mentioned are a hindrance here. And yes, I make a few thousand dollars a month online.
