DA is 3rd party Metrix and you can boost your website's DA easily by using google 301 redirects. Go for traffic

Well if it has no traffic then that's a big red flag. Why would a high DA site have no traffic other than it being FUBAR?

Yes, it's not worth buying their backlinks if they don't generate any traffic you won't be able to get conversions no matter if their reputation is high, so stick with the ones that have some traffic.
