Look for SEO services providers on the internet who do SEO for Portuguese sites. There are plenty of them in Google. Then call them one by one and ask them how fast they can bring your site up in top 10 (or is it the absolute top position you want?).
Set your conditions... Tell them you want to see the expected result in 7 (put your own number here) days max, tell them will give them only 10% advance and rest after 15 days once you see the results (if they ask for upfront, or don't mention anything, just mention that you want the result in 7 days flat). The best provider may go with your conditions. Anyway, you wont lose lot of money if they are crooks and not experts. If they are local, then get every thing in ink or through email. If they don't give you that in writing, then you send the details to them in mail. Good as precautionary measures if the quote is too high.
