Hey guys need help with google, its not working - NO SEO, please help

Hello guys, normaly i would google this answer but problem is, my google isnt working. I cant search on it. When i search for something it shows this image:

Even when i fill captcha , it still asks for another. There is IP adress, but its not mine IP. When i check my ip at showmyip or where, is displays my normal ip, not that one. Please, can anyone help me?
btw: i must use google.com to load it, my google, google.sk (im from slovakia) my browser cant even load. And on other browsers it does same thing, captcha

Do you have proxies enabled? If so, you have to disable them, maybe you are usin senuke or some similar software, and it does not disable proxies after closing the program-

You are using an proxy IP that the host has already been blacklisted. Switch to your default internet connection IP and you should be fine.

I have disabled proxies and its still not working. And when i fill captcha, it asks for another, but that IP down there changes... OMFG
