How to delete, ban someone else's fanpage?!

Martinavvv,
You cannot directly delete or ban a fan page if you are not an administrator on the page however you can report the page to Facebook. Note that it can be incredibly difficult to get Facebook to take a page down. There are some pages, although highly offensive to some groups, that Facebook has refused to remove because they don't technically violate the FB TOS.
