You must have targeted the audience from a Facebook page or group. You should act like the target audience, join those pages and groups, and check if the ad shows up. Your second account must also fall in the demographics.

I've read it that the time when you post something really affects in gathering the number of audience. What are your thoughts on this? Does it really helps?
For say if we post something during the day it will involve lesser audience and if we post something during night or early in the morning it gathers more.

It has nothing to do with paid advertising. You are talking about social organic, and it's true. You need to experiment with posting hours bc every niche is a bit different.
