Help wordpress robots.txt not update if I edit it

I edited my Wordpress robots.txt using the cpanel file manager. Then I cleared C3total cache and my PC web browser cache. But still if I go to the robots.txt page, it shows my older file. I have apache+nginx and google pagespeed mod. My VPS provider is knownhost. Is it VPS provider issue or any other?

Any help reapply appreciate.

Yes, I use it but no luck.

It must be the cache. try to fetch the robots.txt and clear its cache from the page speed console.

Still not working, you can clear the server's cache.
