Help with Website Content please!

WARNING NEWBIE ALERT!
Hey everyone this is my first post so pardon me if I have posted in the wrong area (Moderators please move to correct area).I created a HVAC Website a year ago for a company they did not have content so I basically took content from other HVAC sites and reworded about 10% of it. I also used article paragraphs in some of the pages. I know what I did was unethical but I had no time and they automatically assumed since I created their website design I should also include the content. They wan't me to improve their SEO for them and redesign the site. I am using Wordpress platform and I plan on using Wordpress SEO Yoast. The google page rank is currently 0 out of 10. I will be writing fresh content but here are some of my main question.

Can I delete the website and recreate it from scratch?
Will the rankings improve if I change the content or will it be penalized since I used content that was already indexed online?
They have a (.biz) domain will that effect their SEO rankings?
How long will it take for the website to rank?

Thanks for the quick responce Should I abandon the domain and grab a new one.

You can, but the domain isn't that important. .COM will be the best if you can find a good one.

1) You can delete the website and start it from scratch, assuming you know how to.

2) I recommend you spin the content some more. Put some more thought into it, reword stuff. If you only changed like 10% of it, chances are the content being similar to the original is likely. Google is not stupid.

3) The best domain extensions are .com so .biz will affect them.

4) No one can really answer this question because it depends.

Google hates broken links. You can either rewrite the articles and keep the same site structure, or ditch the whole thing and start fresh. I would not recommend simply deleting the old site and building a new one on the same domain in its place.

I would keep the current site and just add new content alongside whats already there. You could perhaps also rewrite some of the content taken from other sites. I would first check to make sure those pages are or are not indexing. If Google has indexed those pages, there is really no need to changing anything with them.

As far as the .biz goes, this is more of a user perception change than an SEO one. Search engines don't care what the TLD is unless you are ranking in country specific areas. I would opt for the .com if you can.

Another thing I noticed is that you said your client wants to increase the PR of their site. This is easier said than done as Google does PR updates about twice per year. This also is only one of hundreds of ranking factors that a search engine looks at. You should manage your client's expectations in this area and let them know that you can do your best to increase it and that it probably will but they should expect to see movement for a while.
