Help With URL Rotating and Meta Refresh

I currently have a domain that redirects to my cpa offer using meta refresh.

Does anyone know if there is a way to rotate through a list of URLs for the redirect?

I've seen it done with php before but I'm trying to keep things as simple as possible. If anyone knows of a way with javascript or html, I'm all ears! Hell, even if you have a simple php method that would work I'll take it :).
 
Hijacking this thread, im interested also in knowing if there is any blackhat methods to simulate user activity on a website, i.e. page views, clicking on each advert on the site (enough times to be legit and unique). Ideally I could run this in the background and on a daily basis.

I have access to about 50 different internet ISP networks (im a network admin on a WAN) and it would be cool if i could run a script of somekind in the background per ISP network.

Is this do-able?
