Help with understaning VPS.

Hey i wanted to know if anyone could help me i recently rented my first VPS it is supposed to have 8 vCPU Cores but i am a little confused as when i look at the specs in the VPS it shows a cpu with V4 cores but then list 8 virtual processors. does this mean this is truly a 8 vCPU or did they give me the wrong set up? thank you for help

The wording is wrong. It's:
1 CPU
4 Cores
8 Logical processors

So yes, they gave you the correct setup.

I recommend you go away from Windows, unless is RDP.
If is for hosting I advice you to use Linux is more lightweight and fast than Windows Web Servers.

You can also have Linux RDP which make it more faster than Windows in just case that is possible
