Help with source of Google penalty

Have you tried with just the in page content? I'm guessing that the footer content isn't so relevant as it's located there.

Well.. that will mess up the page layout and probably will get me some lovely duplicates (custom platform, tricky as a bomb defusal). That's the best compromise between usability/seo/design I could find.

EDIT:And no, I can't change the platform due to the site owner being a stubborn mule.
