Help with: Ranking keyword without using country domain

I have a two word keyword and have checked it in LTP and the results are poo for top 10.

My only issue is as it is local search (ireland) all these domains are .ie

Registering a .ie domain is difficult, have to state why registering it, I.D, company no etc.. Not like the usual registrations.

What ways can I rank a .com or whatever within a when the .ie websites show up first, is there a way to make it more local (can;t register as business on google either)

Also does google take into account where your server is..

Any help would be great.

i think that the .com domain wont matter...

You can rank a .com. It doesn't matter at all as Zare stated.
