Help with offline client

Local restaurant has opened and I called asking to talk to manager out web design and SEO, she told me to call back so I did several times, could not get through the Manager, I continued to write letter offering my services but still no joy.

Has anyone had this problem before, I would understand if they had better offer but no feedback at all.

I walk in to the restaurant and say "I never knew you were here until I walked by."
They usually say well we have blah blah blah . . .
I say yes but I use my smart phone to find places I want to eat at.
They then say Hmmm, I say I know someone that is really good at getting restaurants listed would you like me to put him/her in touch with you?
They almost always say YES, get the direct contact info, give them a name of who will be contacting them, eat if you want to (pay cash if you are the one that will be calling them) and then leave.

Contact them within 24 hours and most of the time they are chomping at the bit to listen, learn and buy.
