Help with Mobile Marketing - Auto Text Reply

This is my first time getting into mobile marketing and I have a couple questions. I plan on doing some marketing on a couple classifieds websites. I would like to use a phone number that matches the city where I will be posting the ad and I would like to set it up to were anyone who texts that number will get a auto text reply back.

Are there any websites out there that sell phone numbers and will let me pick the area code? How would I go about setting up auto text reply?
