Help with linking 20 Websites

Hello

A french plumber company have 20 sites 1 site to each district (20 District), i have some ideas to link between the sites.

1 - Wright an about page and list the sites.
2 - List the sites in the footer section in every sites.

i have friend in the niche for plombier paris the guy used pbn with + 300 domain and guest blogging. You have no chance for rank if you have not high budget .

Wow ... What a great idea leaving such great footprints that would hit so bad on long run...
 
Why not make 1 website with subdomains / pages for each district? 301 all the existing domains to those subdomains / pages. It's so much easier to rank 1 website vs 20
 
Footprints for the same business. I don't think Google will penalise it.

Drop down menu for districts? Seems like the least bothering way.
