I am not able to pay with my PayPal balance, it only shows me option to pay with my cc.

Oh, well does it ask you to log in? You might have to contact support by clicking "Contact Us" at the bottom of the page.

Use the card then, what is the issue ? It is instant only. In some cases, there are problems which needs contacting support.

Then simply transfer money from PayPal to CC.

If you have enough money in your Paypal, the money will be transferred from there first. So basically you don't need to fill in the CC form.

It depends, in some countries, PayPal does not allow you to use Balance directly, you must first transfer to your CC.

Everytime I ordered jr VIP it took about an hour to be approved and upgrated.
This includes my first registration, my renewals, and ordering after being inactive for 18 months.
You pay, and shortly after are approved. The website lists a TAT of 7 days, but thats the max.
I was anxious the first time I signed up but it happened fast every time.
Dont worry, the delay is normal.
