help with google penalty and hack website

i made a wallpaper website and upload some 30k wallpaper in it. i went offline
i didnt updated it for a long time and when i login to googlewebmaster i had this message in Manual Actions


also my someone hack my website and add spamming link like this to half of my post
so i am trying to remove those link one by one but its too many so is there any plugin or any suggestion that i can clean all post at once
