you have more than 7 days to create the campaign and it continues like this, some advice or it was worth the account

It's being reviewed. If that is blackhat, then prepare to get banned. If so, just move on.
 
If it's a BH add just wait until it starts running or gets banned. If it's a white ad and you have nothing against Google's policies or any cloaking enabled try contacting Google Ads support and make them call you instead of emailing you. It will force them to communicate with you and it can help speed up the process sometimes.
 
Yes it is normal. It should be fine. Google takes time to get some impressions. As for example if you ever run Google grants account it takes even 15 days to come the first impression.
