Help with expired domain

I recently found an expired domain i like. It has great numbers and affordable price. It used to be a forum but now is nothing. Is there a way to get the old site back? I want to change everything about the design but want the peoples account back and migrate their account to a new platform and of course log their email for marketing. Can this be done?

For the website layout have you tried the wayback machine? You wont get the accounts back, they would have been stored on a database
 
If database is deleted, no accounts are saved. As Mr Dingle said above, layout can be retrieved by using archive wayback machine

you can contact previous owner for the database of website then only you can get account back and can move the site to new platform e,t,c
 
Ok great. Hopefully i can at least get the content. I found the old layout using wayback machine but was really wanting the accounts too. I'll try and find the whois info on it and see if that person can get me the access. Though i bet he will hold them for ransom. If nothing else at least i will have some archived content. Thanks for your help.
 
Part two is what should i pay for this site? Its at auction. It has 737k referring domains, 707 referring ip's, TF 26, CT 27, 19.1k backlinks, currently getting just under 50k in traffic but a year ago was getting 150k, current unique visitor is 34.5k, pages/visit 2, avg duration 1:50 was 2:47, bounce rate of 57%, Traffic rank of 286983, has 126 keywords ranked, 10 of those are in top 20, 0 paid traffic found, 70% traffic from organic search. All seems pretty strong except everything all the traffic and keywords are from over seas. So this only really works if i can get those people back. Otherwise all of those stats mean very little if i try to convert to US traffic since i'd have to start all over.
 
Egypt at 15%, followed by lybia at 15%, saudi arabia at 11% as the main ones. There is US traffic but it only counts for about 8% of traffic.
 
it also gets 75% of its traffic from its #7 ranked keyword which has (blank) for sale in egypt.
 
in addition. I am looking at a supporting domain that does have 100% US traffic. 15 year old domain with about 8k backlinks and tf 20 ct 21. However when i analyze the traffic which says it was at about 13k monthly visitors, the traffic is 100% referral. Would that mean that all its traffic was redirected to it like a 301 from another domain or from its backlinks? Just thought that seemed kinda funny.
 
If the domain has expired then it will be like a new domain, you should buy it at auction
