Help with cloaking

I really never used cloaking or tried to get in with it, but would like to try.
My problem is that i really don't understand what so different between shortening and cloaking, it looks pretty much same to me.
I installed shorter script to my server and it use 301 or 302 redirection. Is that considered as cloaking?

completely different, cloaking job will be find the bot and redirect them
 
If you add a decision system to the redirector, to show different things to different visitors, it becomes a cloaker.

You mean like link that redirect somewhere depending on your ip etc?
 
I thought it's something else. Then i will make something for my self, those things are easy to make.

No its not easy and it is not possible to make it yourself. You dont know which IPs are good and bad
 
No they are absolutely different shortner short your links while cloaker hide your identity of links

If there are tools for that, that means it's possible to make it.

those tools took many years to make. Theoretically it is "possible" to make it but not without first collecting years of data which is where the value is

The tools are breathtakingly simple: you can do it with notepad. What you don't have is the database of IP addresses and other request elements, in short the footprint that tells you which traffic is good and which is bad.
 
Are there any cloaking experts who can run an adwords cloaking campaign for me?

Why don't just rent a service and save time and effort??
