OBL are "Out Bound Links", and what this means is the number of links from a site pointing to other sites.

So if there is a site that links to 100 other sites from their page, this means that the OBL is 100.

You want sites that have, theoretically, less than 30 OBL to get effective links.

You find them by using tools such as Scrapebox.

OBL = outbound links = the number of links from a page. You can find this by either manually counting the links, or using one of many
tools that provide an OBL count
