Twitter doesn't allow you to see who's online. All you can do is go off of when someone's last tweet was.

I can help, I use manageflitter for hours everyday, Tell me exactly what your trying too do? i am a master at it, do you have the paid service? they is 1,000+ more features away from the freebie version.
Click Manage > follow > Type in the username > click the drop down > up-to 1,000 > click show followers > wait until the process is completed.
The click > order > activity > then you will see who tweeted recently, then follow them....

I have the paid service. even got 2 for 10 accounts 5 on each. when i saw ur method. and was using latest tweets to follow randomly, thanks for what you just mentioned above. will try it now, sent you a PM sometime back check
