Exactly! Otherwise, there should be option to upload/import plugin. It might still fail because of file permissions, but the menu will be there.Are you logged in as admin? Maybe you accidentally logged in as an editor or something?
hey ,@ i do not know what happened but i can't see ''add new plugin'' under ''plugins'' section ! even i coud not import any plugin or access to the plugins store !

yeah ! true ! the website got hacked this morning ! now i am looking for a way to export the content then i will ask the host to reset everything to the backup !If your blog being hacked - this is the reason.
The second reason - incorrect permission to plugin folder, as the result WP can't write there.
And usually, the second reason comes from the first reason.

i logged as administrative so no worries ! How did you get hacked?
The most common reasons are always weak passwords to:
- WP
- Cpanel / Plesk
- phpMyAdmin
- FTP account
- hosting account
- mysql (especially when allowed are far connections)
The next reasons are:
- security holes in plugins
- security holes in themes
There are plenty of ways to search for blogs which have the mentioned security holes.
You should always remove everything what you not using, not just "deactivate" it.

maybe i did not pay attention to my blog security (Installing security , antimalware, anti spam plugins ) ! i always keep saying " what hackers gonna do with a tiny site like mine hahah so damn it ''
