Currently I am getting 0.60CTR. I need someone to help me improve it. (somewhere around 2%)

What ads formats are you using? And what is the placement?
You will get the best CTR if you use 336*280 or 300* 250 bellow the title of your pages. To comply to adsense rules it is the best to have one line of text between the AD and the title. This is probably safe then.
Also you can put ad bellow your images if you have them on the page. But also have one line of text between image and the ad, and you will likely comply with adsense rules. The same format as above.
The best color for ads is blue, do not use red to match your page, it probably won't work. The links should be FF or 80. color 80 is usually better than FF but you should test this as well.
My CTR was always 4% or more by using these rules.
