help to cash out payoneer balance

hello guys,
i need help to cash out my payoneer balance without using the atm, and i have tried use card 2 card option but it doesn't work for me.
i have tried neteller and they looks like doesn't accept the payoneer card
my card already attached to paypal but most of people are afraid to deal with paypal due to charge back option
if there any other online bank allow me to buy balance with my payoneer card it would be easier for me
