(Help) Sub directories location linking

My wife has a business that services our local area and she wants to branch out across Canada. I want to make a multi site for each major location and get them ranked individually. How should I setup the sites structure?

Domain.com/location/Ontario-ON/Ottawa?

Domain.com/Ontario-ON/Ottawa?

I was thinking about grouping the provinces together with pages for cities but I want the best outcome for Seo.

Should each major city have there own site?

What is the best way to go about this?
