I'm trying to build some Web 2.0s as tier 1 for my Amazon-based money site, targeted at the US audience. Must I use United States IP to create the web 2.0s? Or I could create the web 2.0 from my country and link them to the money site?

For example, my money site is targeting "best hoverboard" in Google US and i want to build 10 web 2.0 properties. Should I use a vpn with US IP to create the sites, or just create them with my country IP?

That would depend on the web2.0's individual policies. No idea which are picky, however. I've never had issues.

It probably wouldn't make a difference. Unless the site has strange policies like the above poster mentioned, search engines shouldn't be able to see the IP you created it from or where that is, just the IP where the site is actually hosted.
