Help setting up mailwizz

I have 2 VPS, 4 domains and 16 additional ip address which dont appear to be warm at all. I hired a upwork person that has it all messed up and not working right. I need someone that knows how to fix and maybe switch to warmed ip? I am new to computers all together so please dumb down responses for me.
