[HELP] Receiving emails from my email address to same email address

I am receiving emails from my Hotmail email address to same (Hotmail) email address. All of them are going into inbox.
The spammer is sending junk/spam emails with stupid offers from my email address.
I am using two-step verification so it's impossible for hacker to use/login to my account.

The last time I heard someone saying that you can't send email address from someone else account. God knows how this hacker/spammer is using my email address to send emails.

One of my Hotmail account is already limited (the same thing happened there). I don't want this ([email protected]) account to get limited because this is my primary account.

Any help is highly appreciated.
