Look for the source code of page must have noindex tag init.

Check robot file ot noindex tags etc, if you still get problem, maybe hire someone

If you don't want that URL to be indexed, remove it from the sitemap, in search console you can see exactly which URL throws this error. If you want it to be indexed, just uncheck noindex.

just simply add
<META NAME="ROBOTS" CONTENT="NOINDEX, NOFOLLOW"> after head section start

Resubmit for sitemap or add those links to robots.txt which is not indexed by Google.

This could be an error too. Check your robots and then resubmit it. Follow instructions for them to review things.
