Help please!

Hello!

Im on this forum for a few months and decided to be more active (havent posted anything from registration) and now I cannot comment anywhere.
I cannot even send pms, only saw that my comment was accepted on this Introduction part.
I've red some of rules for this forum and yet dont understand mine restriction.

So can anyone help me?

Did you agree the rules of forum after reading them? If no just go to rules and condition read them all finally you will see the option button and submit.

That's a pretty wacky issue, get it resolved?
