Contact the OFFICIAL support of Instagram from instagram dot com and explain to them that your account was hacked and you now have access to your account and you want to change the recovery options / settings.
Be careful not to get hacked again. Do not search Instagram support on Google and click on some scammer's ad, otherwise you'll get your Instagram account hacked again !!!

Most probably it's gone but try with IG Support, although they are very slow in responding. If you ran ads with them, contact them via ads manager.
