I think he means that he wants his listed product to be indexed on search results on Ebay as you know when you list an item you have to wait at least 24h before it appears on Ebay.

after you are good seller and list not high risk items - you will be showed in search fast. But the only way is trust from ebay to you

I have a very good aged account from 2007. I tried to sell digital product 2 weeks ago and they started to ban me 1 day and the other too, previously i was listing things instantly, now i'm at 24h waiting.
