Maybe your paypal account has been limited. Better call paypal support team.

Only way is to call them. Its a soft block. If you have recently changed IPs that could be the reason. They do it to help protect from fraud. It sucks I know.

Yeah PayPal can be a right poo with IP changing or even using VPN's they really shit there pants if you login on a few different VPS in different places. But like everyone is saying the only way to sort it is speak to them
