Nobody can help you except yourself.
Send them what they want and you should be OK. when the account is new and is receiving some money, PP limits that account for security reasons until you submit them more documents.

You need to let us know what PayPal is asking from you to unlock the account.
If it is permanently suspended the only thing you can do is wait 180 days and then cash it out.

What did you do to get it locked?

Otherwise it'll take 6 months or so to get it unlocked.

You will need to wait 180 days, or give PayPal the documents that they want from you. There's no "magical way" to get the money off it.
