My targetted keyword is tamil funny jokes.
I heard that if I use same anchor text, I dont get the expected results and google bans me from that keyword.

some suggested, instead tamil funny jokes, use top tamil funny jokes or best tamil funny jokes. If I use top/best, my keyword become top tamil funny jokes. Please advise me on this confusion.

The following worked well for me:

Exact matching 0-5% ("tamil funny jokes")
Partial matching 5-15% (eg. "tamil jokes")
Branded anchor text 40-50% (if you're a brand, so you can probably forget about this kind of anchor text in your case)
Naked link 20-30% (eg. "https://tamilfunnyjokes.com")
Generic 15-25% eg. "click here")

Just a rough guide of course

What is branded anchor text?

Branded anchor text is the domain name as a brand. If your domain is Blackhatworld.com then the branded anchor would be blackhatworld or black hat world

Best to go with this, I actually used to do in these ratio and it works for me.

Everyone makes it so confusing to everybody...

I mean there are no set percentages of any kind, those numbers were taken from someone's ass!

I mean, want to look at how people actually link? Look at this thread and see how users create their links! Some of them are simple url, some others describe what to expect in the next page if clicked (signature links) and so on!

Just dont use your keywords and you will be fine. ;)
