Help needed Tipeeestream

Hi there I just created an account on tipeeestream and I don't stream live on youtube but as I know I can receive money even if I am offline from youtube ( i did transfer 1 euro from one of my cards and does work ). I am from romania and when someone from the UK or Germany or any other country that is not Romania and tries to donate they can't. I don't know why this is happening this, but more than 10 people from UK and Germany can't donate and I am loosing a lot of money. Should the problem be because I did not have my account verified?
